Why do rodeo cowboys use spurs and do they hurt the animals?

From Ralph Clark, for About.com

Question: Why do rodeo cowboys use spurs and do they hurt the animals?

Answer: Cowboys use spurs in the roughstock events to help them stay on their horse or bull. They create a point of contact with the skin of the animal and help the cowboy maintain their balance.

Rodeo spurs do not hurt the animals because they are relatively small and are dull. Sharp spurs are strictly forbidden.
